Our apparent Doppler residual during USO Test #4 is approximately +/-0.01 Hz with a period of approximately 100 minutes (Figure 1). If you assume that the residual is caused by HGA motion with respect to the spacecraft center-of-mass, the corresponding velocity is +/-0.36 mm/sec and the corresponding displacement is +/-34 cm along the ray path. Because the two-way Doppler residual is more than an order of magnitude smaller and a pointing offset corresponding to +/-34 cm of displacement would have much larger effects on signal strength than we observe, we conclude that the source of the one-way residual is NOT HGA motion. The TRUE cause remains under investigation. For general interest, a plot of USO frequency versus date is appended as Figure 2. USO oven voltage (L-0201) has dropped another 0.02 volts since yesterday. USO temperature (T-0315) has dropped another 0.6C. Although median USO temperature has been dropping more or less steadily since the beginning of the month, the variations during a 100-minute rotation have decreased significantly. Minimum and maximum values of USO temperature are now separated by less than 1C (16.8C and 17.7C) whereas the range was 22.6C to 24.4C on 1996-12-30.
