If POCA is less by 500 Hz than before, I can see a change in sky
frequency on the order of 100 kHz.  Earth rotation should cause
Doppler offsets on the order of +/- 13 kHz at X-band.  Very hard to
see how steering coefficients are coming out 5.5 MHz different.
Either some of the inputs were are providing to SCM are anomalous
or the program itself needs checking.
