Her latest report (slightly edited): For over 4 hours, John Grant from Data Control and I were exchanging phone calls about the seven "lost" data files from SPC-10. He was a great help! I first tried to query the data again, but it could not be found. John then tried to reprocess the files, but he was getting errors, so we agreed that I should try to retransmit the data again. I did, as he watched the data coming in. I started with two files, but he only saw one coming. He processed that file, and he got the same errors that he got before. He couldn't tell me which data he saw coming in until it was successfully processed, which it wasn't, but he did give me the IDR number. We decided that there's no point in trying to retransmit the remaining data sets at this time. I'll talk to Sal later today about what we can try next. The following message (slightly edited) from Al Cangahuala summarizes what has happened since. A DR (#70927) on this MGS ranging data problem was filed on 04-Feb-01. It covered bad data covering four different days of tracking (starting around 03-Feb-01). I spoke with Joe Wackley, and in the future, we will file a separate DR for every incident. However, there have been two incidents over the past month related to this ranging problem that indicate that we are not all in agreement on what the 'Tracking Data Troubleshooting Process' is: (1) The DR mentioned above was closed on 08-Feb-01. The corrective action contains the following: THIS IS AN AFTER THE FACT DR INITIATED PER MGS NAVIGATION TEAM'S REQUEST BY THE NOCC. We are confused. This is not an explanation of the problem, and we do not understand the significance of an "after the fact DR." Also, the closure was not reported at the weekly tracking anomaly meetings. (2) We know that Andrew Kwok had been working with Dong Shin through the weekly meetings in February on this problem (among others). But it is my understanding that Jamie Brownlee is the CDE for the SRA, and his email to Andy at the end of the month showed that he was not aware of this problem. We have had successes with the team in Pasadena operations in tackling tracking data problems, but these incidents indicate that we need to meet and establish clear procedures for (1) converting DR reports into troubleshooting action items and (2) monitoring the progress of the troubleshooting. I would like to set up a meeting with you and Joe, Andy, and myself to clear this up as soon as is practical.
