Cause for the anomaly is not known. Surface echoes are becoming hard to spot in quick look data. Although there is an occasional unambiguous echo in 60-s spectra, most occultations produce no hints of surface echoes. The few that can be inferred are very weak. Based on past experience, we have predicted that surface echoes should be detectable at carrier-to-noise ratios of 43 dB; current SNR is 46-47 dB.
