The delivery referenced was of files optg_m_000518_OD5342-5344_5593_V1 and spk_m_000518_OD5342-5344_5593_V1 Trish Priest believe the problems began with the power failure at SPC 60 on DOY 132 at 03:05 UTC. WARNING: The data which had to be used for this delivery was from DSS-65 at the Madrid complex. Tracking data from this complex has been bad for many days. From analyses performed by the MGS and other project NAV teams, it appears that the times associated with these tracking data points are off. (They are off by 2 seconds for data on DOY 139). NAV has to use this "problem" tracking data for this delivery. So NAV manually changed all of the doppler time tags by 2 seconds. (Note that this time offset was only determined from some NAV indirect analyses.)
