Although attenuators were reset within a minute in both cases, the amplitude of the DSS 63 carrier is variable at the +/-0.5 dB level for the remainder of the pre-ingress period and spurs in the spectra suggest that the attenuation was not increased enough. Levels in the DSS 54 pass were reduced to what appears to be a safe level; but a "scalloping" on the amplitude is present until ingress. The scalloping is a variation in amplitude of a few tenths of a dB over a characteristic time of 10-20 sec. It has been seen in about a third of the DSS 54 occultations over the past 3 days.
