Release 48 goes to March 31, 2017

COCDA_0094 was ingested earlier. Cut them a break and announce it now.

COCIRS/VOLDESC.CAT
- VOLUME_NAME = "CASSINI CIRS SATURN RAW DATA, CALIBRATED
                 DATA, AND SPECTRAL IMAGE CUBE ARCHIVE"
is too long. I shortened it to:
  VOLUME_NAME = "CASSINI CIRS SATURN RAW DATA, CALIBRATED DATA, AND SPECTR..."

coiss_2103/saturnds.CAT
- ARCHIVE_STATUS = ACCUMULATING should be "ARCHIVED - ACCUMULATING"

CIRS_15* has problems:
- DATASET.CAT has two DATA_SET_IDs
  DATA_SET_ID = {"CO-S-CIRS-2/3/4-TSDR-V3.2",
                 "CO-S-CIRS-5-CUBES-V1.0"}
I split this file into two and sent them to C. Nixon and Lyle
- DATASET.CAT's DATA_SET_NAME exceeded 60 characters, so I split them from
  "CASSINI SATURN CIRS TIME-SEQUENTIAL DATA AND SPECTRAL CUBES RECORDS V3.2"
to
  "CASSINI SATURN CIRS TIME-SEQUENTIAL DATA V3.2"
  "CASSINI SATURN CIRS SPECTRAL CUBES RECORDS V1.0"
- CIRSREF.CAT had poor format. I reformatted and sent it to C.Nixon and Lyle.

COMAG*/VOLDESC.CAT
All set NSSDC_DATA_SET_ID. Comment out and replace with NSSDCxDATAxSETxID

COMAG2/CO_REDR_DS.CAT
- has a bunch of extra keywords outside the main object
- missing closing " for LABEL_REVISION_NOTE

COMIMI2*:
On PPI's website, the three dataset.cats all have V1.0, but the voldescs and
the labels to the data all have V1.1. Joe Mafi said he'd send new dataset.cats
but never did. I went ahead and created fake V1.1s with disclaimer
  NOTE: This is a placeholder until the true V1.1 description is finished.

CORADR_0274/REF.CAT
Some did not match existing values so were replaced. New values were
reformatted, e.g. replacing given names with initials.

COUVIS/SSSBDS.CAT
DATA_SET_NAME exceeds 60 characters. Changed
"CASSINI ORBITER SATURN UVIS SOLAR STELLAR BRIGHTNESS TIME SERIES V1.4"
to
"CASSINI SATURN UVIS SOLAR STELLAR BRIGHTNESS TIME SERIES 1.4"

COUVIS/SWAVDS.CAT:
DATA_SET_ID = "CO-J-UVIS-2-WAV-V1.3" should be "CO-S-..." No ingestion.

COUVIS/VOLDESC.CAT
- DATA_SET_ID and DATA_SET_CATALOG should use {} for multiple values, not ().
- COUVIS-2-WAV also has no URL and is not in DATA_SET_ID, so remove it
from ^DATA_SET_CATALOG
- DISCIPLINE_NAME  = "ATMOS" should be ATMOSPHERES

covims/dataset.cat:
- ARCHIVE_STATUS = "ACCUMULATING" should be "ARCHIVED - ACCUMULATING"
- near bottom, END_OBJECT = DATA_SET is missing
