MROCTX corrects a bug in CITATION_DESC that a user found

2021.07.17 The files here are from
  https://pds-imaging.jpl.nasa.gov/volumes/mro.html
Unfortunately, the dataset.cat have CITATION_DESC=NULL. I need to get to
our database, but
  https://pds-proto.jpl.nasa.gov/OnlineCatalog/top.CFM
is telling me "Forbidden". I hope Allan is working on it.
