Subject: PDS3 local dictionary?

Richard, is it still possible, or even advisable, to add new keywords to the PDS3 Geo local data dictionary?

We have a new data set online here:

http://pds-geosciences.wustl.edu/missions/venus_radar/index.htm

The labels have eight radar-specific keywords in the "GEO:" namespace. They are in the file DOCUMENT/GEO_VENUS_KEYWORDS.TXT.  Can they / should they be added to the PDS3 dictionary?
