I don't want to work through all the ref.cat files, so I'm copying the ones
whose REFERENCE_KEY_IDs are not in our database into the top level ref.cat,
then shoving the others into their directories' zzold/

I don't want to clutter the pds-engineering release pages, and the files are
badly formatted, so I gzipped all the release.cat
