The files in zz*/ serve as the PDS3 equivalent to context files, though they
are neither comprehensive (e.g. for REFERENCEs or VOLUMEs) nor canonical, as
during PDS3, different organizations created their own versions (typically
branches) of many files, especially INSTRUMENT_HOSTs and MISSIONS.

The ingestion of PDS3 datasets and volumes need these files.
