FOREVER: copy the latest version of bundle.xml and every Collection* and
resource* here. Let harvest figure out what not to duplicate. Too much
bookkeeping otherwise. Don't bump any resource*.xml's version. Only EN
will see it. If modification needed, delete the old version (and its 
file) from the registry.

Obsoleted LIDs get listed in readme.txt. That has no version_id, so that
must be deleted from the registry to be updated. I guess if bundle.xml
hasn't changed, it (and its file) must be deleted from the registry as well.
