No resource_insight_rad.xml because nothing has changed

2020.08.13 EN has version 2.0 but not 2.1. GEO did not ask us to ingest, but I
want to get current, and I want to see if search will return both v2.0 and v2.1,
because I was deleting the old version from the registry before but will stop
doing that if the the old version is in a DOI submission.
Ron's 2020.08.12 email on DOIs had
    <report_numbers>urn:nasa:pds:insight_rad::2.1</report_numbers>
