Record format

These files can be read according to the FORTRAN format statement:
  '(a24,8(1x,1pe12.5))'
where 'a24' is the time stamp in PDS format: yyyy-mm-ddThh:mm:ss.sssZ.
The individual elements of the time field can be read according to the 
statement:
  '(i4,4(1x,i2),1x,f6.3,1x)' year, month, day, hour, minute, seconds.
thus a record may be alternatively be read according to the format:
  '(i4,4(1x,i2),1x,f6.3,1x,8(1x,1pe12.5))'

Data column descriptions

UDS data files
==============

These are ASCII files. The data entries in the files are always single
precision float values containing one hour averages in

  Flux / (s cm**2 sr)

starting at midnight for each day. The corresponding times are integers
indicating start of average. The entries are separated by blanks.
Then the total length of the ASCII records are: 130 Bytes with 24
records per file. Bad or absent data are flagged with -9.99999e+10.
The data entries are:

  Proton-Rate Sectored (~500-1000 keV) Telescope 2 Sector 1-8 (PRTL2)

The record structure is as follows:

1 character string (24 Bytes) with the format

             yyyy-mm-ddThh:mm:ss.sssZ
               yyyy   = year
               mm     = month
               dd     = day
               hh     = hours
               mm     = minutes
               ss.sss = seconds

8 reals (13 Bytes, e.g. -1.23456E+03) for

             PRTL2 (8 sectors)
